Raines v. Byrd

At Issue: Whether the Line Item Veto Act violates the Constitution's Presentment Clause, giving too much legislative power to the president.

Decision: The Court rejected a challenge to the line-item veto, which would allow the president to strike specific items from spending bills passed by Congress. The justices rejected the challenge on the basis that the members of Congress who brought the lawsuit did not have legal "standing."
